PROBLEM TO BE SOLVED: To rapidly and surely confirm effects of a papermaking chemical such as a retention aid, a freeness improving agent, a coagulant and a pitch controlling agent added to a raw material slurry of paper or papermaking process water such as an inlet in a papermaking process and to precisely control the amount injected of the papermaking chemical based on the results of monitoring. SOLUTION: Papermaking process water to which the papermaking chemical is added or diluted water thereof is used as a fluid to be measured. Furthermore, the fluid to be measured is irradiated with a laser beam. Scattered light scattered with particles in the fluid to be measured is received to afford scattered light intensity data. The particle diameter distribution of the particles in the fluid to be measured is determined on the basis of the scattered light intensity data to thereby monitor the effects of the papermaking chemical.
