PROBLEM TO BE SOLVED: To achieve high frequency utilization efficiency and proper system stability. SOLUTION: The method of the invention comprises: obtaining SNR characteristic curve of signal transmission quality to a combination of a plurality of modulation methods and a plurality of coding methods of a space-time code, through a simulation or an actual measurement in a transmission side; obtaining an SNR value that guarantees a predetermined signal transmission quality from these characteristics curve and producing a table in which the SNR value, each modulation method and a coding method of a space-time code are related; obtaining a current SNR in a receiving side through a measurement or a feed back channel; and selecting a combination of a corresponding modulation method and a coding method of a space-time code, from the obtained SNR or a combination of the corresponding modulation method, a channel coding coding-rate, and the coding method of a space-time code, based on the above table; and performing a signal modulation and a space-time encoding, or signal modulation, channel coding, and space-time coding, based on the selection result.
