An apparatus and a method for distributed traffic control in a PDSN(Packet Data Serving Node) within a wireless packet data network are provided to efficiently manage traffic of the PDSN by checking the protocol of a data packet if it is delivered from a PCF(Packet Control Function), regarding the data packet as an A11 message if it is not a GRE(Generic Routing Encapsulation) packet to which the least sessions are allocated, searching for a network processing board, and allocating a session. A PDSN in a wireless packet data network comprises a traffic distribution part(110), a network processing part(130), a control processor(150), and a switch hub(170). The traffic distribution part(110), if a data packet is delivered from a PCF, judges whether it is a GRE packet, and relays it according to the judgement result, based on its MAC address. The network processing part(130), composed of many network processing boards, receives a GRE packet from the traffic distribution part(110) and processes traffic at a previously appointed network processing board. The control processor(150), if a data packet transferred from the traffic distribution part(110) is a message indicating the start of a new session, checks the number of sessions for each network processing board, confirms a network processing board having the least sessions, provides IP address of the network processing board to the traffic distribution part(110), and determines the routing between the traffic distribution part(110) and the network processing board. The switch hub(170), interconnected with the traffic distribution part(110), the network processing part(130), and the control processor(150), delivers data packets to associated devices according to their MAC addresses.
