A sound-absorbing pipe cover structure, and a sound absorbing pipe structure are provided to prevent the noise of a pipe and to improve the heat insulation effect thereof. A sound-absorbing pipe cover structure(100) comprises a hollow cylindrical inner sound absorbing material layer(40) and an outer heat insulating layer(60). The inner sound absorbing layer has the side sectional surface longitudinally and thermally bonded, and made of a sound absorbing material. The outer heat insulating layer is deposited to cover the outer peripheral surface of the inner sound absorbing layer and made of a heat insulating material.
