An apparatus and a method for controlling speed of cooling blowers, which automatically control the optimal speed of the cooling blowers according to the content of hydrogen supplied into the cooling blowers in a cooling zone of a bright annealing line, are provided. An apparatus(300) for controlling rotary speed of cooling blowers(200) in a cooling zone(23) of a bright annealing line comprises: a hydrogen content detecting part(301) detecting contents of hydrogen contained in the cooling blowers; a speed calculating part(302) calculating cooling blower speeds(S1) according to the hydrogen contents detected in the hydrogen content detecting part; a control part(303) comparing the hydrogen contents detected in the hydrogen content detecting part with a preset reference value, and optionally outputting the cooling blower speeds(S1) calculated in the speed calculating part and a cooling blower speed(S2) that has previously been inputted by an operator according to the comparison result, wherein the cooling blower speeds(S1) calculated in the speed calculating part is outputted if the detected hydrogen contents are less than the preset reference value while the cooling blower speed(S2) that has previously been inputted by the operator is outputted if the detected hydrogen contents are not less than the preset reference value; and a drive part(304) driving the cooling blowers at the cooling blower speeds outputted from the control part. |
