A method for manufacturing a surface light source device is provided to suppress migration of mercury to a discharge space having low temperature by performing processes in a minimizing state of a surface temperature difference of a light source body. A reflective layer is formed on an upper surface of a first substrate(S301). A drying process is performed to dry the reflective layer(S302). A first phosphor layer is formed on an upper surface of the reflective layer(S303). A first baking process is performed to bake the first substrate(S305). A second phosphor layer is formed on a bottom surface of the second substrate(S308). A second baking process is performed to bake the second substrate(S309). The first and second substrates are attached to each other.
