A colored steel sheet having superior surface cleanliness comprising a coating film of which a surface is not easily contaminated by various contamination sources, scribbling due to writing materials, advertisement stickers, etc. and which is designed to easily remove the fine contaminants although the surface of the coating film is contaminated with fine contaminants is provided. A colored steel sheet having superior surface cleanliness comprises: a base metal sheet(1); a plating layer(2) formed on the base metal sheet; a chemical conversion coating layer(3) formed on the plating layer; an anti-rust primer coating layer(4) formed by coating the plating layer with an anti-rust pigment added paint selected from an epoxy based polyester primer, an epoxy modified polyester based primer, a polyester based primer for photochemical machining, and a modified polyester based primer for photochemical machining; and a top coating layer(5) formed by coating the anti-rust primer coating layer with a top coating paint to which 0.3 to 1.3 wt.% of solids of a reactive silicone modified resin is added based on the total weight of the entire composition for the top coating paint applied to home appliances or construction materials.
