A charging device with a power generation function is provided to charge a battery even when no electric voltage source is available, by starting a motor-generator using a remaining battery voltage. A motor-generator(10) includes a stator(12), an upper rotor(14-1), a lower rotor(14-2), and a rotation axis(16). N-phase motor lines are radially arranged on a disk-type PCB(Printed Circuit Board) generator lines and wound around the stator. The motor lines are connected to a power source, while the generator lines are connected to a charging unit. The upper rotor is composed of a circular permanent magnet. An N-pole of the upper rotor is arranged on the stator to face the stator. The lower rotor is composed of the circular permanent magnet. An N-pole of the lower rotor is arranged under the stator to face the stator. The rotation axis couples the upper rotor with the lower rotor, so that the two rotors are rotated in the same direction.
