A presence messaging system based on the present states of called terminals and a service method thereof are provided to increase the reliability of message delivery by estimating the real-time location of a subscriber at any time and anywhere in consideration of information about the present states of called terminals and transmitting messages. A presence messaging system(200) based on the present states of called terminals comprises a message receiving part(210), a state information collecting part(220), a subscriber DB(250), a transmission path determining part(230), and a message transmitting part(240). The message receiving part(210) receives a message transmitted to a called subscriber's lifelong number from a calling terminal. The state information collecting part(220) collects the present state information of the target terminals corresponding to the lifelong number. The subscriber DB(250) stores information on the target terminals matched with each subscriber's lifelong number and the processing priority information and subscriber information of the target terminals. The transmission path determining part(230) obtains the lifelong number of a called subscriber for a message received to the message receiving part(210), confirms the called subscriber's target terminals and their processing priorities through the obtained lifelong number, extracts active terminals by using the confirmed information, and determines a terminal having the highest priority as the first called terminal. The message transmitting part(240) transmits the received message to the first called terminal.
