A method and an apparatus for decoding a signal are provided to generate a de-correlated signal by adjusting the phase or the level of a signal, or by using spatial information. A down-mixed signal and spatial information are extracted from a bit streams(1501). A de-correlated signal is generated based on the down-mixed signal by using the spatial information, or new spatial information created by transforming the spatial information(1503). A surround signal is generated by using the down-mixed signal, the de-correlated signal, and the spatial information. The de-correlated signal is created by dividing the down-mixed signal into a plurality of intervals, and variously employing the spatial information, or the new transformed spatial information according to the plural intervals.
