<p>A vertical handover method in an Internet-based mobile network and a system are provided to newly define a handover network information request and a handover network information response message, and to use an anycast address, thus a mobile node can find a network information server having overall state information on an access network whose location is hard to find. If signal strength for a link of the currently connected access network is low, neighboring access networks are monitored to sense at least one new link(201). If the at least one new link is sensed, a network information server located at a random position is searched to select an access network for handover by using network information obtained from the network information server(202,203).
