The DB handling device collects all kinds of the controlled variables from the low-ranking control devices to save the controlled variables. The integrated high-ranking control handling device transmits a manipulated variable to the low-ranking control devices through The DB handling device. The monitor control device manages and controls various processes of a deaerator and selects low-ranking control or integrated high-ranking control which is as an operation mode of the deaerator process unit by collecting data saved and collected in the DB handling device.
