A packet communication system and method capable of reducing the delay of a medium caused by MBMS notification. By the system and method, a multicast judging section (114) of a PoC AS (110) judges whether or not multicast communication is used on the basis of the number of terminals called in each called domain determined in an INVITE message. If multicast communication is used, an IMS processing section (111) includes a PoC multicast flag representing that the service is a PoC service using multicast in an INVITE message and sends it to the called terminal. On receiving the INVITE message, an MBMS processing section (155) of the called terminal recognizes that a PoC service using multicast communication is provided and starts to receive the MCCH information, MSCH information and MTCH information without performing MBMS notification.
