An array antenna constituting section (22) constitutes one by one each array antenna by combining at least two transmitter/receivers (40). Each time one array antenna is constituted, an array antenna transmitting/receiving section (25) transmits a radio signal having a predetermined directivity pattern to a part or all of the antenna elements (42) not constituting the constituted array antenna. In response to the transmission from each array antenna, an array antenna communication performance measuring section (26) measures the reception level of each of a part or all of the antenna elements (42) and computes the array antenna communication performance value of each array antenna from the measured reception level. An array antenna determining section (23) determines a combination of at least two transmitter/receivers (40) constituting array antennas having a predetermined performance condition according to the array antenna communication performance value.
