A hair restoring composition is provided to secure excellent hair growth effect with harmless to human body and do not cause any side effect to skin by comprising natural materials such as an extract of plant and an animal protein. And a method for preparing the same is provided. A hair restoring composition is prepared by mixing 10-20 wt.% of an extract of Ligustrum japonicum, 10-20 wt.% of an extract of Pleuropterus multflorus, 20-30 wt.% of an extract of deer side products, 20-30 wt.% of an extract of animal placenta, and 10-20 wt.% of absolute alcohol. The composition further comprises 5-10 wt.% of peppermint oil.
