[MEANS FOR SOLVING PROBLEMS] The airbag (11) inflated and expanded to the vicinity of the head (2A) of a vehicle occupant (2) has a first airbag (35) to which pressurized fluid is first supplied from an inflator (13) and also has a second airbag (36) to which the pressurized fluid is supplied via the first airbag (35). The first airbag (35) has shoulder pressing sections (38A, 38A) that are inflated and expanded over the shoulders on both sides of the occupant's head (2A) to press the shouders from above.
