A transmitter (101) extracts a CQI value indicating a reception quality which has been measured and transmitted by receivers (102-1 to 102-ß) as the reception state of antennas (121-1 to 121-f) of the receivers (102-1 to 102-ß), from data transmitted from and received by the receivers (102-1 to 102-ß). The extracted CQI value is synthesized in accordance with a preset weight. According to the synthesized result, a resource coefficient is calculated for allocating a resource for transmitting data to the receivers (102-1 to 102-ß). According to the calculated resource coefficient, a resource for transmitting data to the receivers (102-1 to 102-ß) is allocated.
