A nuclear fuel pebble having a shell-type fuel zone for a high temperature gas cooling reactor is provided to increase a temperature safety margin by changing a distribution structure of particle nuclear fuel inside the pebble. A nuclear fuel pebble having a shell-type fuel zone for a high temperature gas cooling reactor includes a central unit(21), a middle shell(22), and an outer shell(23). The central unit(21) is composed of a graphite matrix where particle nuclear fuel(24) is not distributed. The middle shell(22) forms a nuclear fuel area having the particle nuclear fuel. The outer shell(23) is composed of a graphite matrix where the particle nuclear fuel is randomly distributed, and embraces both central unit(21) and the middle shell(22).
