<P>PROBLEM TO BE SOLVED: To provide an actuator reduced in costs. <P>SOLUTION: The actuator rotates first mass parts 21, 22 while torsion deforming first elastic connecting parts 25, 25, rotates a second mass part 23 while torsion deforming second elastic connecting parts 26, 26, restricts or restrains torsion deformation of the first elastic connecting parts 25, 25, and has eliminating parts 29 provided eliminatably.
