<P>PROBLEM TO BE SOLVED: To provide a visible light communication system capable of sure;y and speedily specifying a target place, andto provide an information processing apparatus. <P>SOLUTION: After a present location is measured by using a GPS or the like, the present location and conditions are transmitted to a server. The present location and the conditions are transmitted from the server to shops within a range visible from the present location. If any shop matches the condition, it is transmitted to a user by visible light or infrared rays on a signboard or in the entrance that the shop matches the condition.
