<P>PROBLEM TO BE SOLVED: To provide a panel for evacuation guidance which is excellent in adaptability at a construction site during construction and supplied at a low cost and highly applicable as a means for evacuation guidance using a luminous fluorescent substance. <P>SOLUTION: An indication such as an arrow 2 showing an evacuation direction is provided inside a circular panel 1 formed of mortar or concrete or the like. A fluorescent aggregate 3 formed mixedly with the luminous fluorescent substance is used in the arrow 2 and a nonfluorescent aggregate 4 with the same line of a color is used outside the arrow 2. The fluorescent aggregate 3 and the nonfluorescent aggregate 4 have the same lines of a color, so that the arrow 2 is not conspicuous when the surrounding is bright. The arrow 2 containing the fluorescent aggregate 3 becomes bright when power supply is turned off.
