PROBLEM TO BE SOLVED: To provide clothing such as headgear being lightweight, high in thermal insulation effect, good in air permeability while improving its heat-blocking and thermal-insulating functions when it is hot, and also enabling heat retaining ability when it is cold. SOLUTION: The clothing such as headgear comprises a vacuum thermal insulation material 10, which is made by the following procedure: Two sheets of gas-barrier film with one side bearing a thermoweldable layer are arranged so as to face the thermoweldable layers to each other and a core material 1 is interposed therebetween to make a bag form, the inside of which is sealed under reduced pressures followed by heating under ordinary pressures to effect mutual thermal welding of the thermoweldable layers so as to follow the core material's profile. The vacuum thermal insulation material 10 thus made is bored with through holes 4 at the welded parts and air flow paths 5 are formed between the rows formed by the core materials 1.
