<P>PROBLEM TO BE SOLVED: To provide a speed regulation device that controls the speed fluctuations due to load fluctuations within a single cycle operation, in a DC motor and a printer equipped with the DC motor. <P>SOLUTION: Even a small-sized printer equipped with a DC motor with a small output torque, effectively controls speed fluctuations due to loading fluctuations in a single cycle operation, by performing ternary control ON-control and OFF-control and chopper-control, in place of binary control of ON-control and OFF-control, in a speed regulation performed in a single cycle operation of a printer. In a printer that has a DC motor 7, a paper feeder portion 5, including a paper feed roller having the DC motor as a drive source, and a printing mechanism portion 2, and prints on pieces of paper fed in a predetermined amount by the paper feeder portion 5 by the printing mechanism portion 2. The printer is equipped with an encoder 10 for outputting a pulse signal accompanying the rotation of the DC motor 7 rotates. An encoder 10 includes a pulse-forming region for forming a pulse signal on the same circumference of an encoder plate.
