PROBLEM TO BE SOLVED: To provide a surge suppressor manufactured by a lamination process, without deformation of a hollow for discharge, and of high reliability with excellent adhesiveness to each ceramic green sheet. SOLUTION: For the surge suppressor provided with a pair of a first and a second inner electrodes 2a, 2b and a hollow for discharge 3 arranged so as the first and the second pair electrodes 2a, 2b to be partly exposed inside an insulator block (a ceramic element) 1, a dummy hollow 13 for stress relief is provided in the vicinity of the hollow for discharge 3. If one side of direction vertical to a main face of the inner electrodes 2a, 2b is an upper side, and the other side a lower side, the dummy hollow 13 is arranged at either an upper side or a lower side of the hollow for discharge 3 through an insulating layer, or at an upper side and a lower side each.
