PROBLEM TO BE SOLVED: To provide an image signal recording and reproducing device having a function for playing back an arbitrary recorded part during recording. SOLUTION: The image signal obtained from a TV signal through an antenna 1 and a tuner 2 is digitized and compressed by an image compression means for compressing an amount of information per unit time, e.g. an MPEG1 encoder 4, and the output therefrom is written onto a hard disk drive 8 through a magnetic head. This apparatus further comprises a decoding means for reading out a previously recorded compressed image signal from the hard disk drive 8 through same magnetic head and restoring the read compressed image signal to an original image signal, e.g. an MPEG1 decoder 12, and a TV monitor 13 for displaying the above image, and the previously recorded image signal is read out while the image signal is written to the hard disk 8.
