PROBLEM TO BE SOLVED: To provide an engine starter and an engine starting method capable of improving the starting performance of an engine and shortening a starting time of the engine. SOLUTION: The engine starter comprises an electric motor 12 for starting the engine 2, an ignition signal detecting means 24 for detecting an ignition signal of the engine 2, a rotation speed detecting means 23 for detecting a rotation speed of the engine 2, and an electric motor control means 20 for controlling the electric motor 12 on the basis of the ignition signal and rotation speed. The electric motor control means 20 drives the electric motor 12 at a rotation speed 1 which is lower than a target cranking rotation speed and scarcely generate variations of compression and expansion torque in the engine, and starts the engine 2 by accelerating the electric motor 12 to the target cranking rotation speed since an angle equivalent to that of a compression step is advanced after detecting the ignition signal.
