PROBLEM TO BE SOLVED: To speed up water cut-off treatment by accurately supplying a required amount of agent for cutting off water at a time.

SOLUTION: The agent 18 for cutting off water is allowed to fall to a location, where water is to be cut off, continuously at a fixed flow rate from a nozzle 56 that is a supply port; the presence of the agent 18 for cutting off water falling from the nozzle 56 is detected during the falling operation; falling time (t) of the agent 18 for cutting off water is measured based on the detection time; and the falling of the agent 18 for cutting off water is stopped, when the falling time (t) of the agent 18 for cutting off water reaches a predetermined target falling time ta.
