<p><P>PROBLEM TO BE SOLVED: To obtain a duplex switching device for switching a supervision and control unit to be connected to a network having higher priority, in duplicated supervision and control units connected to a plurality of networks. <P>SOLUTION: From a supervision and control unit-A system 111 and a supervision and control unit-B system 112 being connected to a plurality of networks 121-123, communication states with the plurality of networks 121-123 are obtained by an A system unit state supervisory section 102 and a B system unit state supervisory section 103, respectively. The above obtained communication states with the plurality of networks 121-123 are input into a network priority decision section 104. In the network priority decision section 104, when there is a varied communication state, a supervision and control unit having higher priority between the duplexed supervision and control units is decided.
