PROBLEM TO BE SOLVED: To improve the toner storing efficiency of a toner storage container and also to accurately detect the accumulation level of the toner in the toner storage container. SOLUTION: A cleaning device 100 having a cleaning blade 111 for removing the toner adhering to a transfer roller 101, and a waste toner container 150 for storing the toner removed from the transfer roller 101 includes: a waste toner detecting device 350 positioned in the center in the shaft direction of the transfer roller 101 and detecting the accumulation level of the toner in the container 150; and a waste toner conveying means 200 having first screws 210a and 210b conveying the toner to the center from both ends in the shaft direction of the transfer roller 101, and second screws 220a and 220b conveying the toner to the outside from the center in the shaft direction of the transfer roller 101 in the container 150.
