PROBLEM TO BE SOLVED: To prevent generation of a void in a lower side peripheral edge part of a diaphragm, when placing concrete inside a steel pipe, in the diaphragm of steel pipe concrete. SOLUTION: A planar diaphragm partitions an inside space by fixing a peripheral edge part inside the steel pipe. The diaphragm 12 is formed by arranging a placing hole 13 for passing concrete placed by being pressed from below in the steel pipe in a central part of its diaphragm and an air vent 14 for similarly releasing air to an upper part in a peripheral part. A cylindrical uplifting member 1 preventing the concrete overflowing to a diaphragm upper surface from the placing hole from blocking up the air vent 14 and projecting upward from the diaphragm upper surface, is arranged in the peripheral edge part of the vent 14.
