PROBLEM TO BE SOLVED: To provide a vinylchloride-based resin composition not imparing flexibility or molding processability even if the addition level of a plasticizer is reduced, further low in n-heptane extraction amount measured according to the test method of residue on evaporation prescribed in Notification No.20 by the Ministry of Health and Welfare in 1982, hence, low in migration of plasticizers to oils and fats or a fatty food, thus suitably usable for stretch packaging, and provide a stretch film. SOLUTION: This vinylchloride-based resin composition comprises 1-30 pts.mass adipate-based plasticizer, 1-25 pts.mass epoxidized vegetable oil and 1-60 pts.mass ethylene-vinyl acetate-carbon monoxide copolymer to 100 pts.mass vinylchloride-based resin.
