PROBLEM TO BE SOLVED: To provide a circuit simulator and a circuit simulation program, capable of easily executing simulation wherein analysis time is suppressed to a transmission circuit. SOLUTION: This circuit simulator has: a DC analysis part 410 analyzing static stable potential in the transmission circuit when a capacitor cutting off DC current and making an AC current pass is connected in series; an initial potential impartment part 420 imparting the stable potential obtained in the DC analysis part 410 to an impartment position on an upstream side of the capacitor in a flow of a signal in the transmission circuit as initial potential in the simulation; and a simulation part 430 performing the simulation of the transmission circuit under the initial potential imparted by the initial potential impartment part 410.
