PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of keeping a heat roller at proper temperature without causing reduction in speed. SOLUTION: The image forming apparatus includes the heat roller 21, a first heater 23 which heats a maximum paper passing region 21A of the heat roller 21, a second heater 24 which heats a minimum paper passing region 21B of the heat roller 21 and also heats regions on both sides of the minimum paper passing region 21B with a heating value less than the heating value to the minimum paper passing region 21B and a control section 3 for controlling the first heater 23 and the second heater 24. When a toner image is fixed on a form of intermediate size under the control of the control section 3, the heat roller 21 is heated by the first heater in the beginning and when the temperature in a non-paper-passing region 21C of the heat roller 21 reaches predetermined temperature, the heat roller 21 begins to be heated by the second heater 24 while the heating by the first heater 23 is stopped.
