A method for preparing nanocrystalline anatase-type titanium dioxide powders is provided to obtain nanocrystalline anatase-type titanium dioxide powders having excellent optical activity by a simple and easy process using inexpensive titanium oxysulfate as a starting material. A method for preparing nanocrystalline anatase-type titanium dioxide powders comprises the steps of: dispersing a titanium oxysulfate solution in water, alcohol or a mixture of water and alcohol, and adding thereto hydrogen peroxide to be hydrolyzed at a temperature of 30-100 deg.C so that a sol is formed; adding ammonia water to the sol, followed by washing and filtrating to form an amorphous titanium gel; and dispersing the amorphous titanium gel in water, alcohol or a mixture of water and alcohol, followed by hydrothermal treatment at a temperature of 100-300 deg.C, and quenching and firing to form titanium dioxide powders.
