<p><P>PROBLEM TO BE SOLVED: To suppress a copying time of a packet by broadcast or multicast by simplifying a circuit configuration. <P>SOLUTION: A packet separation means 1 separates a packet A1 into a data A2 and a header A3. A storage means 2 stores the data A2. An in-device packet generation means 3 generates an in-device packet by adding a fixed-length internal header A4 including an address of the stored data A2 to the header A3. A route search means 4 searches a route of the in-device packet on the basis of the header A3. Queues 5a, 5b, ..., 5n are provided corresponding to a port for transmitting/receiving a packet so as to temporarily store the in-device packet transmitted from the route search means 4. A read-out means 6 reads out a data A5 from the storage means 2 on the basis of an address of the header A3 of the in-device packet.
