PROBLEM TO BE SOLVED: To provide a digital recording and reproducing device which can perform normal reproduction and special reproduction of a signal recorded in the past simultaneously with recording a video signal, a voice signal, and an information signal. SOLUTION: In the recording and reproducing device performing recording and reproducing of a video signal, a voice signal, or the like, a first recording medium and a second recording medium are provided. When an input signal is recorded in the first recording medium, once, it is recorded in the second recording medium, a fixed time later, it is transferred to the first recording medium, and recorded. During this fixed time, other signal processing such as other recording and reproducing, discrimination of a commercial message part are performed. Also, when a signal is reproduced from the first recording medium, once, it is recorded in the second recording medium, in the same way, other processing can be performed during the fixed time by outputting it a fixed time later.
