PROBLEM TO BE SOLVED: To improve a protecting function of an external cable, i.e. a function of protecting prestressing steel wires at a location corresponding to a deviator. SOLUTION: A filler 4 is filled in a gap in the external cable 1 at a location between a sheath 2 and the prestressing steel wires 3 that corresponds to the location of the deviator A2, and then hardened by applying tension to the external cable 1.
