PROBLEM TO BE SOLVED: To determine whether an engine is stopped or not, without using a sensor. SOLUTION: The controlling device 100 of a fuel supplying machine 50 has a communication means for inquiring a vehicle 20 via a communication device 40 whether the engine of the vehicle 20 is stopped or not, and a permitting means for determining whether the engine of the vehicle 20 is stopped or not from the contents of the response of the communication device to the inquiry from the communication means, and permitting the supply of a fuel by the fuel supplying machine 50 when it is determined that the engine is stopped. This eliminates the need to provide the vehicle 20 with a detector that detects the engine state and, therefore, realizes an accounting process using radio. COPYRIGHT: (C)2007,JPO&INPIT
