PROBLEM TO BE SOLVED: To provide a fine air bubble forming apparatus capable of being operated by low power without providing a mechanical stirring means, having a simple structure and low in manufacturing cost. SOLUTION: The fine air bubble forming apparatus is mainly constituted of the air housing chamber (31) which is provided to the lower part of a container (1) in which a liquid is housed and of which the base is opened, the air supply pipe (32) connected to the air housing chamber and the liquid jet nozzles (33) arranged in the air housing chamber so as to be inclined toward the liquid surface on the base side of the air housing chamber.
