PROBLEM TO BE SOLVED: To provide an internal combustion engine controller that appropriately starts the internal combustion engine loaded in a vehicle.

SOLUTION: Engines ECU280 and HV_ECU320 control a throttle motor 296 so that a throttle opening does not exceed a limit value and the increase rate of the throttle opening per unit time remains at a prescribed value or smaller during a specified period after a time when an engine 120 has started. This restricts an excessive increase in the output power of the engine during the specified period. Consequently such a large shock as being felt by a driver can be avoided when starting the engine. Also since variations in air volume intake when starting the engine can be prevented, variations in exhaust emission can be prevented.
