<P>PROBLEM TO BE SOLVED: To reduce stand-by time of a car on one side to increase transportation efficiency as the whole elevator. <P>SOLUTION: When a new hall call occurs while either of an upper car 12a and a lower car 12b in the same shaft is in a stand-by condition, a safe operation determining part 24 of the controller 11 determines whether safe operation is possible or not even if the new hall call is allotted to the car on one side. When it is determined that safe operation is possible, an allotment control part 21 allots the new hall call to the car on one side. At this time, an operation control part 22 releases restrictions on operation temporarily to perform the operation service by the car on one side.
