A normalization part 130 executes normalization that eliminates frequency dependence to a mixed signal vector, having the mixed signal in the frequency domain as element, and calculates the normalized vector. An independent component analysis part 140 performs an independent component analysis of the normalized vector, and calculates a normalized separation matrix.
