PROBLEM TO BE SOLVED: To obtain a communication system capable of evading the collision of signals by using the same frequency, while keeping easiness in inter-cell hand-over by using the same frequency. SOLUTION: The communication system includes a plurality of base stations (1, 2) forming service areas by overlapping cells. The same frequency is shared between the adjacent cells concerning the first area, where the cells are overlapped between the adjacent cells, and the second area, which is arranged in the circumference of the first area so as to detect mutual terminals (3, 4) between the adjacent cells. In the meantime, a frequency different from the shared frequency is used for communication concerning the third area having probability not to detect the mutual terminals (3, 4) between the adjacent cells.
