PROBLEM TO BE SOLVED: To constitute a shutter case for storing a winding drum so as to be superior in flashing, be easy in installation, and be superior in design. SOLUTION: This shutter device is formed with first and second tip side locking recessed parts 16d and 17d for locking a front face plate 13 and an under face plate 15 constituting the shutter case 3 on one edge part in the long size direction by being fitted from the upper side around an upward turning projection piece 11g formed in an upper frame body 12, and first and second extension pieces 16e and 17e fitted in a fitting recessed part 12j formed in a lower frame body 12; and is constituted by using first and second long plate materials 16 and 17 forming first and second base end side locking recessed parts 16j and 17j locked on the other edge part by being fitted from the upper side around a receiving piece 12g formed in the lower frame body 12.
