PROBLEM TO BE SOLVED: To enable to execute in a single device downconvert for increasing a line number of one frame of an output video signal to a line number of one field of an input video signal, and that for reducing the line number of one frame of the output video signal to the line number of one field of the input video signal regarding a downconverter. SOLUTION: Line interpolation operation processing and pixel interpolation operation processing are executed after increasing the line number by reducing a horizontal blanking period; alternatively, by rearranging video signals after executing pixel interpolation processing and dividing a line having 100 (%) of a line interpolation ratio, so as to interpose the divided lines during the horizontal blanking period of the video signals subjected to line interpolation processing.
