PROBLEM TO BE SOLVED: To provide a fixing device of an electromagnetic induction heat system capable of obtaining a desired temperature distribution alignment, by reducing the partial temperature lowering at the opposite part of adjacent coil elements by using a coil divided into a plurality of coil elements, and to provide an image forming apparatus. SOLUTION: The fixing device 20 includes a hollow cylindrical heat roll 30 (body to be heated) made of a conductive material, and the coil 32 that heats a heat roll body 31 through electromagnetic induction. The coil 32 is comstituted of the separate coil elements 321 in the direction of the rotation shaft of the heat roll 30. The coil 32 is disposed so that the directions of the magnetic fields of the adjacent coil elements 321 are reverse to each other. In addition, the coil 32 is driven so that it can undergo reciprocative motion in the direction of its rotary shaft. The image forming apparatus 10 is provided with the fixing device 20.
