The system has a transmitting device (4) with an antenna (5) for transmitting ultra-wideband (UWB) data signals in the form of extremely short pulse. A receiving device (6) receives reflection signals of the transmitted signals by another antenna (7). An evaluating logic (8) and a motion detecting device (10) are arranged at a receiver-side, and detect changes of the reflected signals relative to the duration and change of the Doppler shift as channel pulse response. The changes in the position and motion of a terminal are determined by evaluating the changes of the reflected signals.
