<P>PROBLEM TO BE SOLVED: To reduce an operational load when restricting the use of an amusement apparatus such as a cellular telephone or a game machine and enabling the use if an assignment is answered. <P>SOLUTION: Correct answers and conditions such as a deadline for answering are stored in advance in amusement apparatus on conditions selected by a person who restricts the use of the apparatus, to implement automatic use restriction, and de-restriction by an automatic determination based on an answer input by a person who wants to use a target apparatus.
