PROBLEM TO BE SOLVED: To provide a seal collation system which improves the accuracy of seal collation judgment. SOLUTION: The seal collation system is provided with a seal collation apparatus for calculating a seal collation rate between a seal image to be discriminated and a registered seal image and a seal collation terminal to be operated by an operator. The seal collation apparatus is provided with: a seal collation information management part for generating seal collation information in which a seal image, a registered seal image and a seal collation rate are made to correspond and for storing the seal collation information in a seal collation information DB; a skillfulness-sorted charging information DB in which the range of collation rates to be charged based on skillfulness is set correspondingly to respective identification information of a plurality of operators; an operator's charged collation rate retrieving part for retrieving the skillfulness-sorted charging information DB and specifying the range of collation rates to be charged by the operator when operator's identification information is received from the seal collation terminal; a visual inquiry information retrieving part for selecting the seal collation information having seal collation rates included in the collation rate range specified by retrieving the seal collation information DB; and a communication part for transmitting the selected seal collation information to the seal collation terminal.
