PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, capable of forming high-durability and high-definition images while preventing deterioration of potential of unexposed parts and increase of residual potential of exposed parts of a photoreceptor when repeatedly used. SOLUTION: The image forming apparatus includes at least a charging means, a writing means forming an electrostatic latent image by irradiation with light, a developer forming a visible image by development, a transfer means transferring the visible image onto a recording medium, a fixer fixing the transferred image, and a discharger removing residual charges on the electrostatic latent image carrier with light. The electrostatic latent image carrier includes a support, and a photosensitive layer consisting of at least an intermediate layer, a charge generation layer and a charge transport layer on the support, wherein the intermediate layer includes at least anatase type titanium dioxide and the charge generation layer includes an organic charge generation material. The writing means irradiates with light having a wavelength shorter than 410 nm, which is not absorbed in the anatase type titanium dioxide included in the intermediate layer.
